Emissions registries
The European Commission adopted a regulation (under Article 19 of EU Directive 2003/87/EC) laying the basis for a standardised and secured system of registries in the form of standardised electronic databases (Regulation (EC) n°2216-2004, OJEU L386 of 29/12/2004). The system aims to track the issue, holding, transfer and cancellation of allowances under the EU Emissions Trading System which is due to be launched on 1 January 2005.

Future EU climate policy
At the EU Environment Council, the Environment Ministers adopted conclusions on "Climate change : Medium and long-term strategies and targets". These conclusions are intended to be a contribution to the 2005 Spring European Council at which the Heads of State and Government are to adopt a position on future EU climate change policy.

French NAP
The European Commission gave its final approval of the French National Allocation Plan as amended and submitted on 10 December 2004, following the second public consultation. The letter dated 17 December 2004 sent to the French authorities states that the NAP as amended meets requirements of the Commission's decision fowarded to France on 20 October 2004. The total number of allowances to be allocated stands at 156.51 Mt CO2 per year over the three-year period 2005-2007.

Sulphur content of marine fuels
The EU Transport Council adopted, by qualified majority, a common position on the amended proposal for a directive aimed at extending the scope of Directive 1999/32/EC (reduction in the sulphur content of certain liquid fuels) to petroleum-derived liquid fuels used by ships operating in EU waters, in order to set limits on the sulphur content of marine fuels. The common position will be sent to the European Parliament for 2nd reading under the co-decision procedure.

Climate Convention
10th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP-10), in Buenos Aires (Argentina). Some 5 000 experts from the 189 Parties to the Convention will take part in the event, along with representatives from NGOs and journalists (written press, TV and radio). During the high level segment to be held on 15-17 December, Ministers and heads of delegation will take part in a series of four panel discussions, each focusing on a key issue : "The Convention after 10 years: accomplishments and future challenges", "Impacts of climate change, adaptation measures and sustainable development", "Technology and climate change" and "Mitigation of climate change: policies and their impacts".

UK : greenhouse effect
The UK Government launched an extensive consultation on the review of its National Climate Change Programme (CCP) adopted in 2000 and possible options for achieving further reductions in GHG emissions. The Department for the Environment (DEFRA) also announced that the UK is well on track to meet, and even go beyond, its Kyoto GHG emissions reduction target (-12.5% over the period 2008-2012), but that, on the basis of current policies alone, it will not be able to achieve its domestic CO2 emissions reduction target (-20% by 2010).

Public consultation on air pollution
The European Commission launched a public consultation via Internet on air pollution. The purpose of this exercise is to obtain the opinions of EU citizens on the measures to be included in a new action plan aimed at reducing air pollution. The future plan is to be drawn up by the Commission by mid-May 2005. The consultation will end on 31 January 2005 and the results will be published by March 2005. Results of voluntary agreement to reduce GHG gases
The French Association of Companies to Mitigate the Greenhouse Effect (AERES), a federation established on 27 September 2002 bringing together 34 companies and four trade bodies covering 11 activity sectors, presented its first results under the voluntary agreement to reduce greenhouse gas emissions (the results were made available in AERES' 2003 annual report).

EU Energy Council
At the Energy Council, the Energy Ministers of the EU-25 :
- held a policy debate on the proposal for a directive on energy efficiency and energy services (demand-side management) (COM(2003) 739 final),
- adopted a common position on the proposal for a directive setting out a framework for establishing eco-design requirements for energy-using products (COM(2003) 453 final)
- adopted formal conclusions in response to the assessment conducted by the European Commission on the impact of legislation and policy aimed at increasing the share of renewable energy sources in the EU (COM(2004) 366 final).

Ozone-depleting substances
16th meeting of the Parties to the Montreal Protocol (1987) on substances that deplete the ozone layer (Prague, Czech Republic) attended by over 500 participants representing 126 countries, as well as UN agencies, intergovernmental and non-governmental organisations, academia, industry and agricultural interests. The discussions focused inter alia on the requests for critical use exemptions for methyl bromide.

Climate change
The French President and the British Prime Minister issued a joint declaration on climate change at the UK-France summit held in London as part of the closing celebrations of the 100th anniversary of the "Entente cordiale". In particular, the French Head of State and the British Head of Government emphasised that "climate change is the world's greatest environmental challenge - a challenge that has to be met by cooperative international action".

Kyoto Protocol
The law ratifying the Kyoto Protocol, approved by the State Duma (lower house of the Russian Parliament) on 22 October and by the Federal Council (upper house) on 27 October and signed by President Putin on 5 November, was deposited at the United Nations head office in New York. This means that the Protocol will enter into force on 16 February 2005.

Kyoto linking Directive
Publication in the EU OJ of Directive 2004/101/EC integrating the Kyoto project mechanisms (joint implementation, clean development mechanism) into the scheme for greenhouse gas emission allowance trading within the EU (2003/87/EC), and amending the latter Directive.

Compliance of incineration plants with emission limit values
Publication, by the French Agency for Environment and Energy Management (ADEME) , of a technical and economic assessment of the studies carried out by operators of French household waste incineration plants to prepare for upgrading the plants to meet EU standards. The assessment covers 114 such studies obtained out of a total of 127, i.e. 90% of the total number of incineration plants.

Emissions from heavy goods vehicles
2nd Global Commercial Vehicle Meeting, held in Makuhari (Japan). Discussions focused on identifying the policies and actions needed to continue the progress made in reducing emissions from heavy goods vehicles (trucks) worldwide over the next 15 years.

NAPs
The European Commission approved a further series of eight National Allocation Plans (NAPs) : six unconditionally (Belgium, Estonia, Latvia, Luxembourg, Slovakia, Portugal) and two others on condition that technical changes be made (France and Finland). This will make them automatically acceptable without requiring a second assessment by the Commission. Under this decision, 2 145 installations from the eight aforementioned Member States are authorised to take part in the future EU Emissions Trading Scheme. The total quantity of allowances allocated for these countries is 983,02 Mt CO2. This brings the total number of installations covered in the 16 Member States whose NAP has been approved (to date) to 7 282 and the total amount of allowances allocated to 3 862,6 Mt CO2.

Fluorinated GHGs
The EU Environment Council reached political agreement on legislative proposals to reduce emissions from fluorinated greenhouse gases (f-GHGs) on the basis of a compromise text drawn up by the Dutch Presidency (proposal for a directive to phase out HFC-134a from air-conditioning systems in vehicles and proposal for a regulation on stationary applications of f-GHGs)

Publication by the European Commission of a review report on the first cycle of declarations (on emissions in 2001) submitted by Member States in 2003 under Decision 2000/479/EC of 17 July 2000 on the implementation of a European Pollutant Emission Register (EPER). The report examines the data collection and reporting process and the completeness, the contents and the quality of the data

PRTR Register The European Commission presented a proposal for a regulation concerning the establishment of a European Pollutant Release and Transfer Register (PRTR). This proposal aims to replace the European Pollutant Emission Register (EPER : 50 pollutants and 56 industrial activities covered), set up in 2000, by the PRTR. Adopted on 21 May 2003 under the aegis of the United Nations Economic Commission for Europe (UNECE), the PRTR Protocol covers 90 pollutants and 65 industrial activities and requires the industrial operators concerned to notify their emissions annually (as opposed to notification every three years under the EPER decision).

Kyoto Protocol
The Russian Cabinet of Ministers approved a draft law, presented at the meeting, to ratify the 1997 Kyoto Protocol. The bill will be submitted to the State Duma (lower house of the Russian Parliament) and the Federal Council for final approval. Ratification of the Kyoto Protocol by Russia will bring it into force 90 days after the ratification instruments have been deposited. To enter into force, the Protocol must be ratified by 55 Parties to the 1992 Climate Convention incorporating Annex I Parties accounting for at least 55% of total CO2 emissions (1990 levels). At 23 September 2004, 125 Parties had ratified Kyoto accounting for 44.2% of total CO2 emissions. The Russian Federation's share amounts to 17.4%. Its emissions reduction target under the Kyoto Protocol is 0% (stabilisation) between 2008-2012, compared to 1990 levels (source : UNFCCC).

Hydrogen
3rd meeting (in Reykjavik, Iceland) of the Implementation-Liaison Committee, part of the International Partership for the Hydrogen Economy (IPHE), established in November 2003. Discussions focused on collaborative projects under the IPHE; innovative and alternative hydrogen production processes ; hydrogen storage ; R&D on fuel cells ; regulations, codes and standards for a hydrogen economy ; and socio-economics of hydrogen. Several international and EU demonstration programmes and projects in the field of hydrogen-powered transport were also presented.

Ministry of Environment's 2005 budget
The French Environment Minister presented his Ministry's draft 2005 budget: 825 M€ (i.e. 0.3% of the State's overall draft 2005 budget), down -3.6% compared to 2004. Tackling climate change with implementation of the recently adopted Climate Plan is one of the five priority actions of the Ministry's budget (23.42 M€, i.e. around 3% of the Ministry's total draft budget).

sequestration
2nd Ministerial Meeting (in Melbourne, Australia) of the Carbon Sequestration Leadership Forum (CSLF), a US-led initiative set up in June 2003, bringing together 14 countries. Its stated aim is to stimulate R&D in CO2 capture and storage technologies.

Future EU policy: climate change
The European Commission launched a stakeholder consultation on line on the future EU climate change policy (beyond 2012). This exercise aims to involve stakeholders (citizens, business, policymakers, NGOs, public authorities and administrations, scientists, etc.) in the debate. The contributions made will provide input to the Commission's work on the subject in advance of the Spring 2005 European Council.

Project mechanisms
Formal adoption of the Directive which aims to integrate the Kyoto project mechanisms (joint implementation, clean development mechanism) into the scheme for greenhouse gas emission allowance trading within the EU (2003/87/CE). The new directive will shortly be published in the EU OJ.

French NAP :
observations
by the Commission
The European Commission forwarded its observations to the French Government on the draft NAP submitted on 6 July 2004. In particular, the scope defined by France in the document i.e. the installations covered by the emissions allowance trading scheme (which excludes combustion plant with a capacity of more than 20 MW producing energy for non-market uses or belonging to categories of industrial activities not explicitly covered by Annex I of the Emissions Trading Directive 2003/87/EC) needs to be widened. Following a number of high-level meetings in France, the option of a wider scope has been agreed to by the Government. The wider scope should be consistent with the German and British NAPs (intermediate interpretation whereby combustion plant >20 MW is included whatever the activity category concerned but furnaces are excluded).

Transposition
EU emissions trading directive

Publication in the French Official Journal of Decree n° 2004-832 of19 août 2004 on the scheme for trading greenhouse gas allowances. Adopted under Ordinance n° 2004-330 of 15 April 2004, this decree transposes several provisions of the EU Emissions Trading Directive (2003/87/EC), particularly the sectors/activities covered, arrangements for drafting the National Allocation Plan and its consultation, allocating and issuing allowances, reporting emissions and surrendering allowances, pooling and penalties.

Publication by consultants Ecofys of an analysis of the National Allocation Plans (NAPs) for the EU Emission Trading Scheme. Commissioned by the UK Departments of Trade & Industry (DTI) and Environment (DEFRA), the study covers NAPs that had been submitted to the European Commission by the end of July 2004 (18 in total).

Methane
The "Methane to Markets Partnership" was launched in Washington DC under the leadership of the US Environmental Protection Agency (EPA). The aim of the Partnership, which will focus on cost-effective methane recovery and use as a clean energy source, is to reduce global emissions of this greenhouse gas.

EU GHG emissions
The European Environment Agency (EEA) and the European Commission released updated data (1990-2002) on greenhouse gas emissions in the EU-15. The EU inventory, compiled under the 1992 United Nations Framework Convention on Climate Change (UNFCCC) on the basis of the Member States' national emission inventories, will subsequently be submitted to the UNFCCC Secretariat.

Publication by the International Energy Agency (IEA) of the 2004 Review of France's Energy Policies. This analysis is part of a series of reviews conducted by IEA of energy policies of IEA member countries. The European Commission approved eight National Allocation Plans (NAPs) : five unconditionally (Denmark, Ireland, Netherlands, Slovenia, Sweden) and three others on condition that technical changes are made (Austria, Germany, United Kingdom). This will make them automatically acceptable without requiring a second assessment by the Commission. Under this decision, 5 137 installations from the eight aforementioned Member States are authorised to take part in the future EU Emissions Trading Scheme. The total quantity of quotas allocated for these countries is 2 879,6 Mt CO2.

Air quality forecasting
The French Ministry of Ecology and Sustainable Development (MEDD), the National Institute for Industry, Environment and Risks (INERIS), the National Centre for Scientific Research (CNRS), the French Agency for Environment and Energy Management (ADEME) and the French Meteorological Office (Météo France) signed an agreement to develop and operate Prév'air, the national system for forecasting air quality. The purpose of the agreement is to specify the arrangements for the technical cooperation between the various partners of the system, which is part of the national air quality monitoring programme.

EU Emissions Trading Scheme and competitiveness
Publication of a quantitative economic modelling study by the Carbon Trust, a UK-based independent company whose aim is to help business and the public sector cut carbon emissions. The report examines the impact of the future EU Emissions Trading Scheme on the competitiveness of British industry. Five sectors are covered : electricity production, cement, paper (newsprint), steel and aluminium (smelting).

Sulphur content of marine fuels
The EU Environment Council reached political agreement with a view to adopting a common position on the draft Directive which aims to extend the scope of Directive 1999/32/EC (reduction in the sulphur content of certain liquid fuels) to petroleum-derived liquid fuels used by ships operating in EU waters. Once the wording of the text has been finalised, the common position will be formally adopted by the Council and subsequently sent to the European Parliament for 2nd reading.

Certification

CITEPA was awarded the ISO 9001 certificate (version 2000) by the French Association for Management and Quality Improvement (AFAQ) for conducting air emissions inventories, technical studies and assessments in the field of air pollution.

Sustainable development
Publication in the French Official Journal of Decree n° 2004-601), adopted 24 June 2004, instituting the function of Interministerial Delegate for Sustainable Development. The postholder's main tasks will be to mobilise and coordinate action undertaken by all the State administrations in the area of sustainable development and to help coordinate action undertaken by public bodies and agencies.

Renewable resources & energy production
At the EU Agriculture Council, the French, German, Austrian and Polish delegations presented a joint memorandum on renewable resources and energy production from biomass in the context of the Kyoto Protocol. The aforementioned delegations called on the Commission to adapt the legal framework to allow for increased support for the production of innovative energy crops. The Conseil held a debate on the basis of the memorandum which received support from the Czech, Hungarian, Spanish and Luxembourg delegations.

Renewable energy
International Conference for Renewable Energies, held in Bonn (Germany), as announced by German Chancellor Gerhard Schröder at the World Summit on Sustainable Development in September 2002 (Johannesburg). The outcome of the "Renewables 2004" conference was a political declaration, an international action programme and a set of policy recommendations for renewable energies.

Energy conservation and climate change
The French Agency for Environment and Energy Management (ADEME) launched a national campaign to raise public awareness on climate change and energy efficiency issues. The campaign aims to encourage citizens to take action on a daily basis to reduce the greenhouse gas emissions that they cause.

Conference held by the Climate Group (launched on 27 April 2004) in Toronto (Canada), bringing together companies, national governments, cities and states. The aim of the event was to accelerate progress on reducing greenhouse gas emissions and share best practice in the field.

Air pollution and health
Publication by th French Agency for Environment and Health of two reports on the impact of air pollution on human health. The first report estimates the impact on human health of chronic exposure to fine particles (PM2.5) found in the air in 76 cities in France. The second report examines a set of measures aimed at consolidating the reduction of pollutant emissions and of population exposure to the pollutants in urban areas.

Project mechanisms
Approval by the European Parliament (1st reading in plenary) of the proposal for a Directive which aims to integrate the Kyoto project mechanisms (joint implementation, clean development mechanism) into the scheme for greenhouse gas emission allowance trading within the EU.
