The European Commission presented a revised proposal for directive aimed at promoting clean and energy efficient road transport vehicles. This move follows the withdrawal in November 2006 of the original proposal requiring public authorities to ensure that at least 25% of vehicles purchased meet an EU "enhanced environmentally sound vehicle" standard (EEV).

At the end of the Climate Conference in Bali, Ministers and other high-level officials agreed on the "Bali roadmap" which provides guidance and direction for a series of meetings over the next two years under the Climate Convention and the Kyoto Protocol, with the aim of concluding an agreement, at the end of 2009, on a comprehensive framework for the post-2012 period.

Air quality |
The European Parliament (EP) adopted (2nd reading) a compromise text on the future directive concerning air quality. The final text agreed must still be formally adopted by the EU Council before being published in the EU Official Journal. This follows the vote on the proposed directive by the EP's Environment Committee on 9 October 2007 .

CO2 emissions from cars |
The French Government submitted an amendment to the 2008 Budget bill on the arrangements for setting up a "green dot" system which will enter into force on 1 January 2008. It is a system to encourage the purchase of cleaner cars based on the specific CO2 emissions (g CO2/km) of new cars. The measure, based on the polluter pays principle, is one of the decisions resulting from the recent national consultation on environmental policy (Grenelle de l'Environnement).

Australia : Kyoto Protocol |
Ratification of the Kyoto Protocol was approved by the first meeting of the new Australian Labour Government's executive council and later by the Governor General. The new Prime Minister, Kevin Rudd, signed the instrument of ratification on the same day and Australia will become a full Party of the Kyoto Protocol by the end of March 2008 (90 days after the legal instrument is submitted to the Climate Convention Secretariat). |

13th Conference of the Parties (COP-13) to the UN Climate Change Convention, in Bali ( Indonesia ) and the 3rd Meeting of the Parties to the Kyoto Protocol (COP/MOP 3) . The event is expected to bring together many thousands of experts (government delegates, business leaders, NGOs, scientists and academics). A high-level "Ministeral segment" is planned for the 12-14 December, preceded, for the first time, by a meeting of Trade Ministers (8-9 December) and a meeting of Finance Ministers (10-11 December). |

The European Parliament's Environment Committee approved a first-reading draft report, prepared by Dorette Corbey (rapporteur), on the proposed directive, presented by the European Commission on 31 January 2007 , amending the Fuel Quality Directive 98/70/CE with a view to introducing a mechanism to monitor greenhouse gas emissions from the use of road transport fuels. The report will be submitted to the European Parliament for approval in plenary in due course at a, as yet unspecified, date.

The World Meteorological Organisation (WMO) published its 2006 Greenhouse Gas Bulletin, which presents global atmospheric concentrations of CO2, CH4 and N2O based on global measurements and observations in 2006 from the WMO Global Monitoring Network. The 2006 results show in particular that globally averaged atmospheric concentrations of CO2 reached their highest levels ever recorded (381.2 parts per million (ppm), up 0.53% from 379.2 ppm in 2005. |

The Climate Change Bill, initially presented on 13 March 2007 , was published. In particular, the Bill sets legally binding targets to reduce CO2 emissions by at least 60% by 2050 and by 26-32% by 2020, against 1990 levels. The Bill will be put before Parliament with the aim to be adopted by mid-2008.

The UK Government published a Command Paper on its draft Climate Bill in response to the prelegislative scrutiny by three Parliamentary Committees and a three-month public consultation. The draft Bill, presented on 13 March 2007, proposes binding CO2 emission reduction targets for 2020 and 2050.The Command Paper strengthens the provisions of the Bill and makes it more effective and transparent.

Emissions trading |
The International Carbon Action Partnership (ICAP) was set up, bringing together some 20 countries and regions that have implemented or are planning to implement carbon markets through mandatory cap and trade systems. Founder member countries include several EU Member States (France, Italy, Spain, Netherlands, the United Kingdom and Germany), Norway, three US States (California, New York and New Jersey), one Canadian province (British Columbia) and New Zealand. The aim is to provide an international forum in which governments and public authorities that have adopted such cap and trade systems can share experiences and best practices on the design of emissions trading schemes.

The European Commission approved the last two 2nd National Allocation Plans (NAPs) for Romania and Bulgaria for the 2nd trading period (2008-2012). The total annual cap authorised for the EU-27 as a whole is 2 083.93 Mt CO2e, compared to a total of 2 325.34 Mt CO2e proposed (ie the total authorised is 10.5% lower than that proposed). |

The report, prepared by the European Environment Agency (EEA), includes chapters on climate change, environment and health (with a section on air quality) and the different sectors (energy, transport, etc.). |

The final report prepared by the Energy Commission, set up on 30 May 2006 within France 's Centre for Strategic Analysis (CAS), was published. The USA hosted the Major Economies Meeting on Energy Security and Climate Change, convened by President Bush following his proposal made on 31 May 2007 . Taking part were high-level representatives from the world's 16 major CO2 emitters (Australia, Brazil, Canada, China, USA, Germany, France, Indonesia, India, Italy, Japan, Mexico, Russia, South Africa, South Korea, United Kingdom) as well as the EU (Portugal as current EU President and the European Commission) and the United Nations.

Environmental policy |
The six working groups set up as part of the national consultation underway on environmental policy (known as the Grenelle de l'Environnement) submitted their proposals to the French Environment Minister. Two of the six working groups focus directly or indirectly on air pollution (Group 1: "Fighting climate change and managing energy demand" and Group 3: "ensuring an environment protecting human health"). The proposals are now subject to an on-line public consultation until the end of October 2007 and a series of meetings is scheduled in the French regions.

The French Environment Minister presented the draft 2008 budget for the Ministry of Environment, Sustainable Development and Spatial Planning : € 10 105 million including €448 million for environmental protection and risk prevention (i.e. 0.16% of the State's overall draft 2008 budget) . Of the total, €114.6 million is set aside for the programme "Risk prevention and pollution control", down by around 14% on the 2007 budget. |

The third meeting of the 20 Energy and Environment Ministers under the Gleneagles Dialogue on Climate Change, Clean Energy and Sustainable Development was held in Berlin . The Dialogue was launched at the G8 summit in Gleneagles (Scotland) on 6-8 July 2005. Discussions at the meeting focused on the dissemination of low carbon technologies, investments in climate protection and the policy framework conditions they require.

At the 15th meeting of the Asia-Pacific Economic Cooperation (APEC) forum in Sydney (Australia), the leaders of the 21 member countries (including China, Russia , the USA and Japan) issued a declaration on climate change, energy security and clean development. Indoor air quality |
The French Environmental Health and Safety Agency (AFSSET) published a methodology for defining guidelines for indoor air quality and a list of pollutants for which it is deemed a priority to establish such guidelines in order to protect the population from adverse health effects from exposure by inhalation. Proposed guidelines for formaldehyde and carbon monoxide were also presented. |

The European Commission approved the 2nd National Allocation Plan (NAP) for Denmark for the 2nd trading period (2008-2012). The annual cap originally proposed by Denmark (24.5 Mt CO2e) was accepted by the Commission. This brings the total number of 2nd NAPs approved to date to 24 (out of 27). |

Germany : integrated energy and climate programme
|
The Federal German Government adopted a national Energy and Climate Programme proposing 30 concrete measures enabling Germany to meet its national greenhouse gas emissions reduction target (-40% by 2020, baseyear 1990), set on 13 July 2005 and confirmed by the Federal German Environment Minister on 26 April 2007.

Switzerland : post-2012 GHG target
|
The Swiss Environment Minister presented a report by the Environment Ministry proposing a national target to reduce greenhouse gas (GHG) emissions by an annual 1.5% from 2012, with the aim of a 21% reduction by 2020, compared to 1990 (ie in line with the EU target of -20% by 2020). The report also sets out the options for reaching this target. |

The Spanish Government approved the proposed Spanish National Climate and Clean Air Strategy (known as EECCEL) for the period 2007-2012-2020 . The strategy sets out 198 measures and 75 indicators to monitor and assess progress in its implementation. |

Florida : long term GHG reduction targets |
The Governor of the US State of Florida signed an Executive Order (n° 07-127) on immediate action to reduce greenhouse gas emissions within Florida . It sets medium and long term reduction targets for electricity producing utilities . These targets follow those set by the Executive Order of 1 June 2005 adopted by the Governor of California.

The European Parliament adopted a non-binding resolution in response to the European Commission's mid term review (June 2006) of the EU's Transport White Paper published in 2001. The resolution recommends inter alia that the EU set a target to reduce CO2 emissions by 20% from the transport sector by 2020 over 1990 levels. |

UK: long term GHG reduction targets |
The UK Government's draft legislative programme presented by the new British Prime Minister Gordon Brown confirms that a Climate Change Bill will be developed which will set binding GHG emission reduction targets for 2020 and 2050 . A draft Bill was published on 13 March 2007 .

Emission limit values for HDVs (Euro VI) |
DG Enterprise and Industry launched an on-line public consultation on the best way forward to further reduce emissions from heavy duty vehicles with a view to laying down harmonised rules for the next stage of emission limit values ( Euro VI ). Contributions must be submitted by 5 September 2007 .
