Each year, CITEPA is commissioned by the French Environment Ministry to conduct air emission inventories in compliance with the different European and international legislation. The reports produced (UNFCCC, UNECE/NEC, LCP, NAMEA) cover specific areas in terms of substances, emission sources and geographical coverage.

The reporting formats depend on the compliance requirements of each organisation, and this can make the results difficult to interpret for non specialists. This is why CITEPA has developed a reporting format for each main activity sector: the SECTEN format (SECTeurs Economiques et éNergie, i.e. "Economic sectors and Energy"). This format is also used for the Overseas inventory.

The file to be downloaded provides the list of emission sources by SECTEN sector and by sub-sector (file .pdf size: 471 Ko).

An inventory report on emissions specifically in French overseas territories is conducted on behalf of the Environment Ministry. The report presents emissions results by overseas territory for nine substances by SECTEN sector from 1990 to 2014 (on the basis of the French national inventories in the UNECE and UNFCCC format published in 2016), and it is updated annually. The overseas territories covered by the report are Guadeloupe (including the islands of Saint-Barthélémy and Saint-Martin), French Guyana, Martinique, La Réunion, Mayotte, New Caledonia, French Polynesia, Saint-Pierre-et-Miquelon, as well as Wallis and Futuna.

Geography

The results cover the following territories (see map below).

Note: Within the framework of emission reporting in compliance with the national inventory (UNFCCC and UNECE), it is advisable to distinguish, within the term Overseas territories:

  • Territories not belonging to the European Union ("Outre-mer hors Union européenne"). France, as other Member States, comprises oversea territories outside the European Union (EU); They have generally particular links with the EU. These territories can be indicated by the term " Countries and Overseas territories " (PTOM in French) and are individually listed in Annex II of the Treaty on the Functioning of the EU.
  • Territories belonging to the EU (« Outre-mer Union européenne »), also called « OM hors PTOM » in French.

It is important to stress that French Southern and Antartic Lands (« Terres Australes et Antarctiques Françaises ») and Clipperton have no significant human activity, besides scientific stations the emissions of which are not taken into account.
